Procurement of new maritime helicopters for Denmark (US Navy Seahawk) as replacement for the Lynx fleet (2-years assignment)

External quality assurance of the DKK multi-billion defence procurement of 9 new maritime helicopters (US Navy Seahawk) for Denmark. The review covered two critical years of the procurement programme during the tendering phase and partly into the contracting phase, and covered important aspects such as evaluation model, tendering process, life cycle costs, risk management, and negotiating strategy.

Optimisation of operational availability and support costs for the EH-101 Merlin helicopter fleet

Review of operational availability and support costs in the Danish fleet of EH-101 Merlin SAR and TTT helicopters, using "bottom-up" modelling of benchmark and learning curve data from the British EH-101 fleet. The report uncovered challenges with regards to maintenance and spare parts availability,  and proposed concrete solutions on inventory build-up and other matters to improve the production of flying hours.

Simulation model for optimising F-16 fighter aircraft operational availability

Development of a visual simulation and optimisation model for F-16 air base operations and logistics, taking into account variables such as ground operations, configuration of logistics and maintenance, as well as number of aircraft, with the aim of finding the optimal configuration of the logistics system and maintenance regime given the military operational requirements that provided the highest operational availability with minimum delayed and aborted missions.

Outsourced performance-based maintenance solution for new maritime helicopter fleet (2-years assignment)

Development of a new performance-based solution for outsourced maintenance of the new maritime helicopters to a private contractor. The new solution gave full responsibility for operational availability of the aircraft to the maintenance contractor at land and also during deployment at sea. The work was conducted in close collaboration with the legal advisor to the government.

New organisation for helicopter operations (all aircraft types)

Review of the complete helicopter operations area for all aircraft types with the purpose of developing a new and sustainable organisation for helicopter operations, covering numerous variables and issues such as flight safety, user satisfaction, costs, supply chain & logistics, retention of employees and knowledge. The report included recommendations for setting up the new organisation as well as for other relevant actions.

Supply-side support to world-leading vehicle supplier in a military tender for armored vehicles

Delivered supply-side support during the complete phase of the bid on a major tender for a large number of new armored vehicles. The support included a review of the tender material in order to develop a winning bid strategy, followed by taking lead on the proposal writing and orchestrating the bid process and contributions from the bid team.

Risk management of the 800-class patrol ship rebuild

External quality assurance of the project's risk management process using a PRINCE2 framework methodology and also evaluation of actual project risks and identification of new project risks in the rebuild / mid-life upgrade programme of a fleet of 800-class patrol ships. 

Introducing external quality assurance in defence procurement

Review of the current defence procurement process and development of a framework for how to conduct planned and ad hoc quality assurance events within a PRINCE2 framework in a coherent and objective manner that provided critical insight to key stakeholders as well as constructive support to the specific project that was reviewed.

Procurement of a new electrical train fleet for Denmark (3 years assignment) 

Comprehensive strategic analysis and development of procurement strategy and political decision brief for the DKK multi-billion public procurement of an entire new fleet of electrical intercity and regional trains (and at that time also high-speed trains) for Denmark, covering everything from market research, tender strategy, maintenance concepts, requirements management to investment analysis, organisational implementation and risk management.

Procurement of a tramway system for a major city (2 years assignment)

External review of the 3,000+ pages long tender material for the DKK multi-billion public procurement of a new tramway system for a major city. The review covered various critical areas of the material such as if the procurement introduced unnecessary risks, the contracting models, the maintenance regime and other things. The review led to recommendations for substantial de-risking in several areas as well as to the development of performance-based contracts for operators and maintainers.

Outsourced performance-based Operations & Maintenance solution for new tramway system

Development of a complete and integrated performance-based Operations & Maintenance (O&M) solution and supporting tender material for the new DKK multi-billion tramway system, covering both the subcontracted operator and the subcontracted suppliers of maintenance for rolling stock and infrastructure in a back to back contract structure that was able to govern the desired outcome and behavior. The solution went fully into detail with regards to definition of scope of work, payment KPIs, health KPIs, design of payment curve etc.

Review of tunnel and ramp contracts for the 18km long and immersed Femern-Bælt tunnel

External review of the tunnel contracts (north and south) and ramp contracts for the DKK multi-billion public procurement of the 18 km long and immersed Femern-Bælt tunnel between Denmark and Germany. The work identified various points that needed further attention and developed a robust solution for managing the contracts and suppliers including a clear governance framework.

Outsourced performance-based maintenance in Danish rail infrastructure

Inspirational workshop about performance-based maintenance contracts held for 30+ key people within the rail infrastructure organisation in order to introduce a shift towards performance-based maintenance solutions and also discuss a way forward to implement this, including prioritisation of relevant maintenance areas.

Patnering-based sourcing strategy for off-shore wind turbine installation packages for a world-leading renewable energy company

Development of a new sourcing strategy for billion-DKK off-shore wind turbine installation packages of foundations, array cables, off-shore subs, export cables and turbines for a world-leading renewable energy company. The work included a number of workshops with several global off-shore suppliers in Europe in order to understand the market's maturity and capabilities in terms of taking on a cross-package responsibility. Based on this, a financial benefits case and commercial model was developed. 

Improving bidding capability at a major off-shore supplier consortia

The purpose of the work was to review the off-shore consortia's past performance in winning competitive tenders on the market for off-shore substations/topside in order to identify weaknesses and areas for improvement. The report recommended actions with regards to developing a new "bidding engine", re-writing the "winning story", working towards improved price competitiveness and finally improving client relations.

Strengthening OPEX procurement for leading European marine contractor

Through a series of workshops with the global procurement leadership team, a new global strategy for OPEX procurement was developed in order to realise significant opportunities for improved quality and reduced costs in the company's delivery of marine services to megaprojects and large CAPEX undertakings in various industries around the world.

Comprehensive cost reduction programme for world-leading power plant contractor that achieved double-digit percentage cost savings on engineering and procurement cost reduction across numerous equipment and construction categories for different types of power plants. The programme involved more than 100 people from engineering and commercial to identify cost reduction opportunities and implement the necessary re-designs and standardisation.

Outsourced performance-based maintenance of production lines

Inspirational workshop about performance-based contracting held for key people within the production organisation of a world-leading pharmaceutical company with the purpose of investigating the potential for performance-based maintenance solutions for large production lines and discuss a way forward to implement this, including prioritisation of relevant maintenance areas.

Outsourced performance-based maintenance of buildings

Investigation of the supply market in order to evaluate the possibility of introducing outsourced performance-based maintenance of the large number of buildings in one of the biggest municipalities (over 3,000 buildings). The work included several talks with potential suppliers, evaluation of the market maturity, segmentation of maintenance areas across buildings and technical installations according to relevance, and development of a performance-based pricing and business, as well as a tender design.
